Description

Performs technical and administrative duties in support of the City’s Stormwater Management Program. Assists the Stormwater Program Manager with all aspects and duties related to the implementation and management of the City’s Stormwater Management Program, Stormwater Management and Flood Control Ordinance, and  National Pollutant Discharge Elimination System (NPDES) General Permit for Stormwater Discharges from Regulated Small Municipal Separate Storm Sewer Systems (SMS4) from the South Carolina Department of Health and Environmental Control (SCDHEC). Assists with creating, coordinating and presenting stormwater management educational materials and programs to citizens and City employees. Prepares a wide variety of plans, maps, power point presentations and other illustrative materials used in support of the Stormwater Management Program.

Assists Stormwater Technician/Inspector positions with completion and documentation of the illicit discharge detention and elimination (IDDE) inspections in accordance with the City’s standard operating procedures including but not limited to managing the associated inspections database, providing education on IDDE to property owners, residents and business owners as well as providing notification of inspections to property owners. Coordinates the compliance enforcement of the IDDE inspections process under the City’s Stormwater Management Program Enforcement Response Guide. Reviews plans and documents for new development and redevelopment projects to ensure conformance with applicable design specifications and with City policy and applicable regulatory requirements. Such reviews will include the use of computer assisted engineering and design software and equipment to confirm design’s compliance with applicable requirements.

Provides administration of the documentation associated with development plan review and approval and associated filing. Addresses potential conflicts with existing infrastructure and performs physical site assessments and specification requirements for public and private projects. Prepares required reports. Assists Stormwater Technician/Inspector positions with completion and documentation of the stormwater pollution prevention (SWPPP) inspections in accordance with the City’s standard operating procedures including but not limited to managing the associated inspections database, providing education on construction stormwater management developers, engineers and contractors. Coordinates the compliance enforcement of the SWPPP inspections process under the City’s SWMP Enforcement Response Guide. Assists Stormwater Technician/Inspector positions with completion and documentation of the City’s post-construction stormwater best management practice (BMP) inspections process including managing the associated inspections database, providing education on post-construction stormwater BMPs to property owners, residents and business owners as well as providing notification of inspections to property owners. Coordinates with Stormwater Technician/Inspector positions for compliance enforcement of the post-construction stormwater BMP inspections process under the City’s SWMP Enforcement Response Guide.

Receives, documents, investigates and follows up with stormwater management concerns reported to the City and coordinates the compliance enforcement as necessary under the City’s Stormwater Management Program Enforcement Response Guide. Coordinates with SCDHEC staff for interagency enforcement of stormwater management requirements associated with the City’s SMS4 discharge permit. Assists in the reviews for, documents of and forwarding of stormwater utility fee credit applications for approval with the Stormwater Technician/Inspector positions. Assists with measuring and verifying parcels for new stormwater utility fee accounts with the Stormwater Technician/Inspector positions. Maintains appropriate databases and files and generates reports as needed in support of the Stormwater Management Program. Perform Geographic Information Systems (GIS) tasks and duties as assigned in support of the Stormwater Management Program. Interacts with the general public and contractors on drainage and development issues. Attends meetings and public hearings as required. Keeps current, accurate records on each working project. Performs other duties as assigned. 

Requirements: 

Requires graduation from an ABET accredited college or university with a Bachelor of Science or higher in Civil Engineering, Environmental Engineering or related field and six years of relevant stormwater management experience, preferably with a municipality or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Previous experience in all aspects of stormwater management and permitting, hydrology and hydraulics for drainage/site design and stormwater management preferred. Must possess and maintain a valid state issued driver's license that is not revoked, suspended, or subject to limited restoration or conditional operational privileges. Must have and maintain a good driving record. Registered Professional Engineer in the State of South Carolina or another state. (Note: If you are registered from another state, you must be able to be certified with the State of South Carolina within 6 months of hire).

The incumbent is required to be state certified in plan review and construction site inspections for administration of the NPDES Phase II Permit related to construction activity. To perform this job successfully, an individual should have a thorough knowledge of Microsoft Windows, Microsoft Office or similar software. Experience with use of AutoCAD, ESRI GIS, ICPR, PondPack/Civil Storm, HEC-1, HYDRAFLOW, HydroCAD and/or SWWM software platforms is preferred.
