Position hours: Full-time position, 8 a.m. – 5 p.m.

Job duties

  • Performs complex supervisory, administrative, technical and professional work in planning, organizing, directing and supervising the public works department, including streets, sewer, sidewalks, storm drainage, traffic control, sanitation, parks, building maintenance, new construction, maintenance shop and other public works and related projects and programs; prepares, implements and manages department budget; and works under the general supervision of the city administrator and in cooperation with the city council and department heads
  • Evaluates needs, programs, plans, services, staffing, equipment and infrastructure of the public works department; provides input into the development or update of the capital improvement program, and other plans involving the municipal infrastructure; oversees the preparation of proposal specifications and bidding for assigned projects and selection criteria for department related contracts; responds to public or other inquiries relative to department policies and procedures; and evaluates issues and options regarding municipal public works and makes recommendations
  • Oversees project management for the construction of assigned projects and the maintenance of infrastructure to ensure contractor compliance with time and budget parameters; updates the sanitary sewer, water, storm drainage and street system maps, data base and comprehensive plans; maintains regular contact with consulting engineers, construction project engineers, city, county, state and federal agencies, professional and technical groups and the general public regarding division activities and services; coordinates grants and special projects, including redevelopment grants, public works and infrastructure development; investigates and evaluates proposals for new programs and services; recommends changes in administrative policies, organization, programs, methods and procedures; monitors inter-governmental actions affecting public works; and assists in the training of city personnel in public works systems and techniques


  • Bachelor's degree in civil engineering, public administration, urban planning or a closely related field; and five years of public works, engineering, planning, zoning administration or related experience with two years of supervisory experience; or any equivalent combination of education and experience; considerable knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; thorough knowledge of applicable city policies, laws, and regulations affecting department activities; and working knowledge of personal computers
  • Must be able to communicate effectively, orally and in writing, with employees, city administrator, consultants, developers, contractors, other governmental agency representatives, city officials and the general public; the ability to conduct necessary engineering research and compile comprehensive reports; and must possess a valid SC driver's license or have the ability to obtain one
  • Registration as a professional engineer is preferred; the ability to use a personal computer, including word processing, spreadsheet, data base, motor vehicle, phone, radio, fax and copy machine; occasionally required to sit, stoop, kneel, crouch or crawl; operate tools, or controls and reach with hands and arms; must be able to lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds; must have close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus; and the ability to work in outside weather conditions, near moving mechanical parts, high precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, and risk of electrical shock
