As one of the divisions responsible for maintaining James City County's high quality of life, the James City County Stormwater and Resource Protection (SRP) Division is seeking an experienced administrator to lead the division and to fulfill the mission of the County of working in partnership with all citizens to achieve a quality community.
The SRP Division implements programs to control storm runoff from development and protect residents, businesses, properties and County waterways. The comprehensive program addresses runoff issues before development occurs, during construction and after infrastructure is in the ground and operational. The Division provides post-construction technical assistance to private stormwater infrastructure owners through workshops and matching grants. The Division develops and implements capital improvements to address damage to County streams and waterways, ensuring that they maintain their recreational uses. Stormwater also administers the County's state stormwater permit, known as the MS4 permit.
James City County continues to be one of the fastest growing localities in the Commonwealth with a reputation for sound fiscal and natural resource management and an emphasis on preserving a high quality of life for residents. The Division is located in the General Services Department to support administration of the MS4 permit and the County's stormwater capital program. A significant portion of the division's resources are dedicated towards supporting the Department of Community Development on development related activity.
The new director will be a successful program administrator who, while being able to show a comprehensive understanding of the state's stormwater requirements, will be able to balance available resources with multiple resource demands among the different program areas described above in a fast paced and dynamic environment.
Must possess or be able to obtain within twelve (12) months a VA Department of Environmental Quality dual certification as a Combined Administrator for Erosion & Sediment Control and Stormwater Management; Registration as a Professional Engineer preferred.
Extensive project management experience; extensive experience in the stormwater management field (generally 5-10 years); considerable experience managing technical staff (generally 3-5 years).
Any combination of education and experience equivalent to a Bachelor's Degree in civil engineering or related field
