This full-time position works 40 hours, generally scheduled Monday-Friday between the hours of 6:30 a.m. and 5:00 p.m. Some night and weekend hours will be required as needed.  This position includes excellent Benefits; please see the Benefits tab for details.

The incumbent performs entry-level unskilled and semi-skilled work required to implement Broomfield's stormwater, industrial pretreatment and reclaimed wastewater programs. Primary responsibilities include performing a variety of tasks of routine difficulty related to the City and County's Wastewater Division and providing information and assistance to City and County staff and the public.

Essential Required Tasks/Examples of Duties

Maintains confidentiality of information consistent with applicable federal, state and city/county rules and regulations.

General Duties:

Assists in the implementation of the stormwater management program in order to meet the goals and objectives of the City's NPDES permit and best management practices (i.e. six minimum control measures: Public Education and Outreach; Public Involvement/Participation; Illicit Discharge Detection and Elimination; Construction Site Stormwater Runoff Control; Post-Construction Stormwater Management related to new development and redevelopment, and; Pollution Prevention/Good Housekeeping for Municipal Operations).  Assists in scheduled monitoring, sampling, flow measurements and inspections of construction projects, municipal operations and industrial facilities.  Assists in conducting investigations into complaints, concerns, possible permit and/or discharge violations; enforces the municipal code provisions for stormwater.  Assists in collecting and preserving samples which may include lifting manhole covers, working in confined spaces at industrial and commercial facilities, water treatment plant and distribution system, wastewater treatment plant and stormwater collection system.  Observes and reports on field conditions, weather, condition of treatment and collection system facilities and other factors which may affect water quality.  Maintains records, including computer data entry, file maintenance, and related clerical tasks.  Performs similar duties in support of the Industrial Pretreatment and Reclaimed Wastewater Programs as needed.  Assists in special assignments such as pond dewatering.

Operates equipment such as pickup, van, car, computer, telephone, fax machine, copier, sampling equipment, laboratory equipment, calibrating gas monitoring equipment and hand tools.  Duties require a full range of physical motion and activities in all weather conditions including heavy lifting and manual digging, pushing, pulling, lifting, twisting and turning the upper body, stooping, kneeling, crouching, climbing, balancing, crawling, reaching for objects, walking and standing.  The incumbent must also be alert to peripheral activities when working around or operating equipment and therefore must have a full range of movement in the neck and shoulders; working in or near moving traffic, construction activities, fumes, airborne particles, offensive odors, infectious materials, electrical shock, toxic or caustic chemicals and vibration. Duties also require close vision, distance vision, depth perception, ability to adjust focus, color vision and peripheral vision; standing for long periods of time, hearing clear and precise verbal commands and data entry on the computer.


Minimum Qualifications


Training - High school graduation or GED equivalent.

Experience - None.


Any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.

NECESSARY SPECIAL REQUIREMENTS: - Must be at least 18 years of age.  Must possess and maintain a valid driver's license and safe driving record for continued employment.  Must test at each eligible testing cycle until the incumbent has obtained the Class D Wastewater Plant Operator's Certification from the State of Colorado.  Applicants must, as a condition of employment, pass the following pre-offer and post-offer/hire processes:  oral board, reference checks, background checks including local police check and sex-offender registry, driving record check through DMV, and physical examination.


Working Conditions

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job.  The noise level in the environment is usually moderate.  Work is generally scheduled Monday through Friday, however, the Worker is expected to extend scheduled working hours to accommodate emergency coverage or complete analysis in progress.  Travel by pickup truck is required to reach work sites.  The incumbent is exposed to the following environmental factors: work near moving mechanical parts; work in high, precarious or dark, wet underground places; work in or near moving traffic, work in construction sites, municipal operations, water/wastewater treatment plant processes, various collection or distribution system locations; residences, businesses, streams, ditches or manholes, fumes, airborne particles, offensive odors, infectious materials, electrical shock, toxic or caustic chemicals and vibration and year-round outdoor weather conditions.  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.  While performing the duties of this job, the employee performs manual tasks such as digging.  The employee is constantly required to perform simple grasping and finger manipulation such as using hands to finger, handle or feel objects, tools or controls; hear and smell; frequently/constantly required to stand; push/pull; walk; bend or twist/turn from the upper body; reach horizontally, forward and below the waist with hands and arms and have cervical extension, rotation and bending; and talk; frequently required to negotiate stairs and ladders; squat; climb and turn the wrist and occasionally/frequently sit; kneel; crawl; reach overhead; and pinch with hands.  Physical demands are described as very heavy (exert in excess of 100 lbs. of force occasionally, and/or in excess of 50 lbs. of force frequently, and/or in excess of 20 lbs. of force constantly in order to move objects).  Specific vision abilities required by this job include close vision, distance vision, depth perception, ability to adjust focus, color vision, and peripheral vision.  Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.  Incumbent will be subject to random, reasonable suspicion and post-accident alcohol and substance abuse testing as required by law.
