The City of Grand Island, Nebraska, is looking for a qualified candidate to fill their Stormwater Program Manager position. This position plans, designs, implements, guides, and coordinates a Storm Water Management Plan (SWMP) for the community; responsible for developing storm drainage policies, procedures, and ordinances in support of the program.
Prepare and implement a SWMP that includes the City's NPDES requirements as a Phase II Storm Water community.
Implement, track and report on the different requirements of the City's stormwater permit and the construction/general dewatering permit.
Lead enforcement efforts with respect to Stormwater regulations. Perform inspections, prepare reports, and contact responsible party. Perform follow-up investigations, work with Legal Department.
Develop, implement and maintain erosion and sediment control ordinances into a SWMP program for compliance with the Clean Water Act (CWA). Collect storm water samples; photograph problem sites, investigate illegal dumping into the storm sewer system.
Manage all aspects of program expenditures.
Review and interpret various forms, engineering plans, correspondence, technical plans and reports, technical requests, soil surveys, maps, photographs, laws and regulations, manuals, reference material, compliance notices, inspection forms, program evaluations, and other documents related to the storm water management program.
Coordinate, oversee and inspect construction projects from concept to closeout. Work with consultants while controlling deliverables. Ensure conformance with contract specifications.
Review and recommend approval of site development and preliminary subdivision plans for compliance with city standards, including review of on-site Storm Water Pollution and Prevention Plans (SWPPP) to ensure compliance with NPDES regulations.
Perform stream testing and interpret testing results for noted contaminants as they relate to the City's stormwater permit.
Inspect city properties for storm water handling and materials handling procedures to ensure compliance with NPDES regulations.
Accurately document storm drain outfall inspecting. Implement and manage dry weather and rainfall event inspections.
Inspect and monitor construction projects and earth disturbance activities to ensure conformance with NPDES and Erosion Sediment and Pollution Control (ESPC) rules and regulations. Document site conditions, initiate compliance measures necessary to address violations.
Display honest, trustworthy, and ethical behavior when dealing with internal and external customers.
Establish and maintain cooperative working group relations with those contacted in the course of work including Phase II communities, City staff and general public.
Address post-construction stormwater runoff from new development and redevelopments that disturb one or more acres, including strategies to implement a combination of structural and non-structural BMPs, establishing and enforcement of an ordinance to address post-construction runoff, and establish a program to ensure adequate long-term operation and maintenance of BMPs.
Consult with management staff, private engineers, contractors, utility companies and the public towards voluntary compliance with regulations. Conduct follow-up site inspections to ensure continued compliance.
Disseminate NPDES program related information to staff and the public. Develop and maintain a storm water outreach and education program.
Respond to a variety of inquiries and complaints from developers, contractors and the public regarding City requirements relative to storm water. Respond to citizen complaints on storm water quality issues, investigate, and make recommendations for resolving issues. Investigate and make recommendations for resolving issues.
Proficient use of computer programs including Microsoft Word, Microsoft Excel, Microsoft Access, email and internet programs, GIS programs, and other software programs.
Regular attendance that is punctual and dependable is required.

Experience in environmental permitting or compliance is preferred.
A Bachelor's degree from an accredited college or university with major course work in engineering, environmental studies, science, or a closely related field with emphasis in environmental compliance is required.
License or Certification:
Possession of, or ability to obtain and maintain, an appropriate, valid Nebraska driver's license.
Ability to obtain NDOR or EPA certification in areas of erosion and sediment inspection and design within one (1) year of date of hire.
A Nebraska Class IV Wastewater Operator's certification is desired but not required.
Monday-Friday 8 a.m.-5 p.m.
Position will start at the entry level of the City's salary table. Consideration may be given if experience exceeds entry level qualifications.
