Purpose of Classification:


The purpose of this classification is to manage the County’s Stormwater Management Program which involves performing engineering design and review work to reduce stream pollution and flooding in DeKalb County.  

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing performance appraisals.

Supervises quarterly, semi-annual and annual state NPDES permit reporting.

Supervises inspections of NPDES-Industrial facilities, and Highly Visible Pollutant Sources (HVPS).

Responsible for illicit discharge enforcement program.

Coordinates NPDES requirement with Municipalities to Inter-Governmental Agreements.

Develops procedures, guidelines and practices regarding stormwater management.

Provide Education and Training to municipalities and public based on MNGWPD requirements.

Prepares and manages the annual budget for the division.

Prepares, administers and reviews correspondence, reports and studies.

Researches hydrology and hydraulics engineering concepts and practices for use in county construction plans and drawings.

Receives and reviews notice of intents from organizations planning to discharge into state water bodies; makes recommendations on approval.

Reviews and makes recommendations regarding legal ordinances prepared for the Stormwater Management program.

Responsible for field investigation and enforcement of illegal dumping, illicit discharge, illegal; connection, and water quality monitoring.

Develops policies and procedures for Stormwater Utility User Fee Assessment Program.

Oversees the preparation of the County's annual report to the Environmental Protection Agency (EPA) regarding compliance with federal standards on stream pollution and flooding.

Initiates and directs preliminary designs, studies, cost estimates, and prepares reports for assigned future and proposed projects.

Researches and responds to public complaints or request for information regarding stormwater management program.

Minimum Qualifications:

Bachelor’s degree in Civil Engineering; three years of Civil Engineering experience comparable to that performed at the Senior Staff Engineer level required, status as an Engineer-in-Training preferred.  Experience in watershed protection, water quality issues, stormwater, regulatory reporting and enforcement in local government or related field preferred. 

Specific License or Certification Required:  Must possess and maintain a valid Georgia driver's license (as required by position assignment).
