This position is located in Marathon, Florida, within the Florida Department of Environmental Protection South District Branch Office.

This is a mid to high level professional environmental compliance regulatory position, responsible for post permit compliance and enforcement of both permitted and non-permitted sites.  This position works closely with internal regulatory staff, interagency teams, and the regulated community to resolve issues related to Environmental Resource Permits (ERP), Surface Water Management Permits (SWM), Sovereign Submerged Lands authorizations (SSL), Wetland Jurisdictional Determinations, and Water Use Permits (WU).   

Candidate will be responsible for ensuring the environmental compliance of both Environmental Resource Permit and Water Use Permits to determine if sites are in compliance with Permit conditions.  Duties require employee to summarize inspection related findings and produce written compliance reports, investigate and address public inquiries as assigned, review and process minor permit modifications, adjusting planting plans, work schedules and other post-permit compliance actions, conduct site inspections to confirm compliance, track project compliance with permit conditions, and to review environmental monitoring reports submitted by permittees. 

Other duties include identifying and preparing supporting documentation for enforcement cases, as well as provide technical support to the water-use team by reviewing consumptive use wetland monitoring reports, assisting in identifying and processing turbidity and wetland resource violations through the enforcement process, and working in close coordination with staff members in the ERC, ERP and WU Bureaus, including DEP staff in the Marathon Office. When necessary candidate will review and/or develop restoration plans and track restoration activities to determine compliance with Consent Orders. 

Candidates shall have knowledge of wetland systems, soil science, ecosystems typical of South Florida and the Florida Keys, native and non-native flora and fauna, and basic knowledge of groundwater hydrology and groundwater/surface water interactions.  Knowledge of wetland mitigation practices and wetland functional assessments such as the Uniform Mitigation Assessment Method (UMAM) are preferred.  This position involves both internal and external project coordination as well as representing the agency on interagency work groups, task forces and in public outreach presentations. 

Work is performed in a teamwork-based and deadline-oriented environment.  Excellent written and oral communications skills and the ability to successfully negotiate are required.  Applicants must be able to exercise independent judgment to the degree appropriate for the situation; and must have experience in the use of personal computers and programs including Microsoft Office, Adobe Acrobat, SharePoint 2013, Google-Earth, and ArcGIS.  Candidates will have the demonstrated ability to schedule and manage time to meet tight deadlines; and experience in successfully communicating with other professionals, attorneys, developers, agriculturists, utility operators and other members of the public on technical, scientific or regulatory matters. 

When interacting/coordinating with the regulated community information on regulatory criteria should be relayed to the general public, consultants and property owners in a professional manner.  The ability to resolve complex environmental issues in a collaborative manner are necessary for the position.  The incumbent prioritizes assignments and sets appropriate deadlines for work activities; has considerable knowledge of District rules, as well as the intent and underlying philosophy of those rules.  Incumbent must have the necessary skill set and experience analyzing complex environmental resource permits and consumptive use permits, skillfully preparing the necessary written and oral post permit compliance reports commensurate with the complexity of the associated project.

Employment Guidelines (May be filled as Environmental Analyst 4 or Environmental Analyst 3)

Environmental Analyst 4:  Typically has a Bachelor’s degree in biology, ecology, natural or physical sciences, or other related field and 4+ years of experience that demonstrates measurable career progression within the scientific discipline.

Environmental Analyst 3:  Typically has a Bachelor's degree in biology, ecology, natural or physical sciences, or other related field and 2+ years of experience that demonstrates measurable career progression within the scientific discipline.
Valid State of Florida driver’s license is required.

?Accreditation as a Professional Wetland Scientist (PWS), or Certified Environmental Professional (CEP), preferred.

Physical Requirements/ Working Environment
The position includes both office and field work, which may include being in remote areas during harsh or inclement weather. Field work often includes on and off-road vehicular travel and occasional helicopter surveillance.  Incumbents must be willing and able to conduct field work in a variety of rigorous field conditions in remote and heavily vegetated areas, and to lift 40 pounds. 
 Due to the District's response role in emergency management, this position will be required to provide support before, during and/or after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on the incumbent’s assigned emergency response role.

Salary Minimum $54,371.20. Salary Midpoint: $64,625.60.
