Description

Semi-professional work which includes inspection, maintenance, and construction activities related to stormwater facilities, rights of way and roadways under City's jurisdiction. This work is to be completed with compliance to Federal, State and local regulations, including the City of Largo's National Pollutant Discharge Elimination System Permit Regulations.

Position reports to Streets and Stormwater Supervisor

Hours: Monday - Friday, 6:30 am - 3:00 pm, evenings and weekend hours may be required.
 

ESSENTIAL DUTIES AND RESPONSIBILITIES

TRAINEE (Within 6 months of hire)

  • Inspects and maintains street and stormwater facilities throughout the City and reports needed repairs to supervisor
  • Operates vehicle transporting equipment and other materials, to and from job sites, or other locations as needed
  • Operates small power tools to maintain highways, City right-of-ways, or recreation areas
  • Operates small equipment, portable mixers, box blade and other equipment as directed
  • Follows standard safety precautions in the operation of equipment, performs minor maintenance and routine housekeeping on assigned equipment
  • Responds to emergency situations as a Primary Responder
  • Performs related work as required


EMERGENCY RESPONSE STATUS: City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location and may include duties other than those specified in the employees official job description. This is a condition of employment.

 

MINIMUM QUALIFICATIONS

 

Education and Experience:
  • High School Diploma or General Education Diploma
  • One year experience in the operation of trucks, tractors or other equipment related to stormwater and roadway construction
  • Valid Florida Driver's License  *or* a valid driver's license from another state to transfer within 30 days
  • Current Florida CDL 'B' License with air brakes *or* obtain permit within 10 days of hire and have a permanent Class 'B' license within 90 days from hire
  • For continued employment, within one year of hire date:
    • Obtain Basic Maintenance of Traffic Certification (Flagging)
    • Completion of the National Incident Management System (NIMS) Training, along with Hazardous Material
    • Obtain Florida Stormwater Association Stormwater (FSA) Level I or Florida Water and Pollution Control Operators Association (FWPCOA) Stormwater Class C Certification
    • Florida Department of Environmental Protection (FDEP) Sediment & Erosion Control Certification

Knowledge, Skills and Abilities: 
General knowledge of:

  • Federal, State, County, and local government regulations with regards to National Pollutant Discharge Elimination System permit
  • Chemicals, fertilizers, herbicides, and cleaning chemicals

Ability to:

  • train in the operation of trucks, tractors, and other light equipment 
  • understand and follow oral and written instructions
  • make minor repairs and adjustments to equipment


Sufficient physical strength and agility to perform heavy manual labor  (Please see Work Environment & Physical Requirements)

 

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

 

Work Environment: 20% inside a climate controlled building. 80% outside which may include driving.

Physical Requirements: The essential functions of the job require: sitting approximately one (1) hour per day, standing approximately three (3) hours per day, and walking approximately four (4) hours per day. The job also requires frequent: fine manipulation
