Hiring Range: $76,208 - $97,982/Year D.O.Q.

The City of Fayetteville is currently recruiting for an Assistant Public Services Manager to manage, supervise and coordinate the activities, operation and services of all or a combination of: Stormwater Division, Street and Stormwater Maintenance and Solid Waste; coordinate assigned activities with other departments, divisions and outside agencies; serve as second-in-command; and provide highly responsible support to the Public Services Director.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  1. Assist in monitoring and evaluating the efficiency and effectiveness of assigned operations including service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Public Services Director; implement improvements.
  2. Plan, prioritize, assign, supervise and review the work of staff responsible for providing assigned operational services.
  3. Select, train, motivate and evaluate assigned staff; provide or coordinate staff training; evaluate employee performance; work with employees to correct deficiencies; implement disciplinary actions.
  4. Manage and participate in the development and administration of the annual budgets of the assigned operations; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures within established guidelines; implement adjustments as necessary.
  5. Assist in planning, directing, coordinating, and reviewing the work plan of the assigned divisions; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
  6. Assist in the management, development and implementation of goals, objectives, policies, and priorities for each assigned service area; establish, within city policy, appropriate service and staffing levels; allocate resources accordingly.
  7. Determine service areas and options available to address identified needs; gather facts and information related to problem definition for the purpose of clearly defining needs and issues and coordinate with appropriate service area to plan the delivery of services to meet identified and emerging customer expectations.
  8. Develop and communicate to customers regarding operational issues and address concerns through subordinates, serve as lead person in planning and coordinating operations with other divisions, departments and external agencies; lead the evaluation of service delivery; identify and establish agreed-upon measures and outcomes to ensure expectations are fulfilled.
  9. Provide guidance to supervisors and staff members regarding the application of department policies and the implementation of identified services to ensure that appropriate procedures are implemented.
  10. Perform research on department related topics; prepare written summaries of information or detailed reports for the Public Services Director.
  11. Direct and participate in a variety of special projects related to the Public Services Department activities; write project specifications and assist in selection of staff; provide guidance and assistance to staff.
  12. Maintain a strategic perspective while focusing on problem identification and solving.
  13. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  14. Act independently with minimal guidance and supervision.

MINIMUM QUALIFICATIONS:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Six years of increasingly responsible professional experience in public works or utility field operations, including four years of administrative and supervisory responsibility.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in engineering, public administration, business administration, or a related field. A Master's degree is preferred.

LICENSING & CERTIFICATIONS

Required: None.

Preferred: Licensed Professional Engineer (PE), Solid Waste Association of North America ("SWANA") certification; Environmental Engineer Certification.
