Under the direction of the Environmental Services Manager and in coordination with engineering staff, ensures the City’s erosion control, floodplain management, Municipal Separate Storm Sewer System (MS4) and stormwater ordinances comply with local, state and federal guidelines. Monitors and updates local ordinances to ensure compliance with all mandates. Coordinates with DWR engineering staff related to the review of design plans for community development projects, such as subdivisions, commercial, and industrial developments. Works with engineering staff to coordinate capital project priorities from approved Stormwater and Watershed Improvement plans. Represents DWR at the Metropolitan North Georgia Water Planning District (MNGWPD) Stormwater/Watershed Technical Coordination Committee (TCC) meetings to stay current on regulatory requirements. Responsible for compliance with the MS4 NPDES permit, including representing DWR with the Georgia Environmental Protection Division (EPD). Coordinates with other local units of Government and private entities on items of mutual interest.
Salary: $41,308.80 - $66,060.80 Annually
Develops and implements a public education program for the Department of Water Resources stormwater and Municipal Separate Storm Sewer System (MS4) programs. Conducts presentations, workshops and distributes environmental, stormwater and MS4 educational materials to meet the needs of the Department of Water Resources.
Collects data from various City departments including Public Works to complete the City’s Phase II MS4 annual report for the Georgia Environmental Protection Division (GA EPD). Responsible for negotiating renewals of the MS4 permit every five years. Responsible for staying involved with other MS4 permits renewed every year for overlapping issues with the DWR permit. Represents DWR in negotiations with EPD.
Represents DWR at the Metropolitan North Georgia Water Planning District (MNGWPD) Stormwater/Watershed Technical Coordination Committee (TCC) meetings. Represents DWR at the MNGWPD Lake Lanier Basin Advisory Council and the Oconee River Basin Advisory Council. Coordinates and participates in the Intergovernmental Steering Committee Meetings with Oakwood, Flowery Branch and Hall County, held twice per year.
Represents DWR in close working relationships with representatives from Gwinnett County, Forsyth County, the Lake Lanier Association, the University of North Georgia, the Upper Chattahoochee Basin Group, and other groups. These technical assignments include water quality monitoring, hydrologic modeling, data analyses, permit conditions, and the Total Maximum Daily Load (TMDL).
Serves as the main City contract manager for the long term monitoring and data management contracts with the University of North Georgia. Responsibilities include contract negotiation, contract management, invoice processes, and coordination with other Upper Chattahoochee Basin Group partners.
Represents the City in regional meetings across the area.
Maintains water quality data, lake level data, and other information related to Lake Lanier and its tributaries. Conducts technical analyses associated with this data. Water quality data includes nutrient data such as phosphorus, nitrogen, algae, taste and odor compounds, and harmful algal blooms. Water quality data also includes bacteria, dissolved oxygen, temperature, biochemical oxygen demand, sediment, and other parameters covered by the Georgia Water Quality Control rules and regulations. Represents DWR in technical and regulatory discussions with EPD and other Lake Lanier stakeholders. Also engages in technical discussions and analyses with consultants to DWR, EPD, other Lake Lanier stakeholders and Oconee River basin stakeholders.
Assists Civil Engineers by conducting inspections of community development projects to ensure minimum stormwater infrastructures meet or exceed required minimum specifications.
Coordinates with DWR engineering staff related to the review of new commercial, industrial and subdivision construction plans to ensure compliance with the Soil Erosion and Sediment Control codes and ordinances. Provides technical assistance to contractors and/or developers related to construction or maintenance of stormwater treatment systems.
Assists Stormwater field crews in responding to drainage and erosion and sedimentation control concerns and complaints. Provides recommendations and solutions for such projects.
Assists Environmental Monitoring staff in conducting field surveys and performing routine sampling of identified stormwater discharges.
As required by MS4 Permit, assist environmental monitoring staff with inspections to ensure all outfalls are inspected at least once every five years.
Once every five years, must complete and submit a permit renewal application to GA EPD to renew the City’s MS4 stormwater permit.
Assists staff at both Water Reclamation Facilities (WRF) to complete their Notice of Intents (NOI) for stormwater permit applications and annual stormwater reports and ensure compliance with state regulations.
Performs other related duties as required.
Education and Experience:
Bachelor's Degree in Environmental Science, Biology, Chemistry, Civil, or Environmental Engineering or related field.
Five years experience in related field.
Any equivalent combination of education and experience that provides the minimum level of qualifications stated above.
Licenses and Certifications:
Soil Erosion and Sediment Control Certification Preferred
Stormwater Inspector Certification Preferred
Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR)
Knowledge, Skills and Abilities:
Knowledge of the Georgia Stormwater Management Manual (Blue Book).
Knowledge of the principles and practices utilized in the inspection and testing of materials used in the construction of stormwater treatment projects.
Skill in use and application of surveying equipment.
Ability to effectively supervise other employees.
Experience in public speaking.
Ability to train and schedule work for small specialized staff.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with engineers, developers, contractors, Federal, State and Local officials, government employees and the public.
