Performs difficult professional and supervisory work enforcing, developing and overseeing Town of Apex policies and ordinances related to stormwater, water, sewer, water quality and related watershed protection issues.

Salary: $77,319.00 - $127,368.00 Annually

This position directs a division of the Water Resources Department with a variety of technical and managerial responsibilities including: implementing and enforcing the NPDES Phase II Stormwater rules as required by the State; enforcing / revising existing Town ordinances and policies as appropriate to enhance environmental protection such as the Town's riparian buffer program, erosion control program and oversees utility engineering plan review and various capital improvement projects; developing and presenting public education and outreach programs to community groups, businesses and homeowners. The employee performs special projects related to environmental management, stormwater runoff, water quality, water and sanitary sewer. Work requires the employee to exercise considerable judgment and independence of action including broad contacts with citizens, contractors and developers. Work may subject the employee to environmental conditions, extreme temperatures, and construction noise and hazards. Work is performed under general supervision of the Water Resources Director and is evaluated based on conferences, review of completed work and records, and citizen feedback.

Typical Tasks


  • Directs the Stormwater and Utility Engineering division including, stormwater, soil erosion and sedimentation control, and utility engineering and master planning programs; supervises and provides technical guidance to employees working in these programs.
  • Oversees program that conducts public outreach and education on stormwater rules, water conservation and other environmental management issues to include NPDES Phase II watershed protection, inter-basin transfer initiatives, Water Supply Watershed, Jordan Lake Watershed and Neuse buffer requirements.
  • Develops and implements NPDES Phase II Stormwater Program for the Town.
  • Develops and implements the Swift Creek Water Quality Recovery Program for the Town.
  • Identifies funding options and sources for the Town's Stormwater and Utility Engineering division and presents recommendations to the Town Council.
  • Reviews development plans for compliance with soil erosion and sedimentation control, stormwater, riparian buffer, water, sewer and state and local laws; attends Technical Review Committee meetings to provide guidance on related issues.
  • Develops and maintains funding program for watershed protection and management.
  • Conducts field inspections to insure compliance with approved plans and specifications; investigates citizen complaints and concerns regarding drainage and stormwater related issues.
  • Oversees environmental site assessments for Town projects.
  • Corresponds with developers, engineers, and others regarding deficiencies in plans and specifications based on consistency with Town needs and specifications.
  • Oversees program to monitor the Town's water usage and attends meetings regarding various water resources projects and initiatives.
  • Oversees program to monitor the Town's sewer flows and reports the data to NCDEQ on a quarterly and annual basis.
  • Oversees the production of various public outreach materials regarding stormwater, water, sewer and other water resources activities.
  • Reviews and seals engineering designs of staff; interprets plans and specifications.
  • Maintains records and reports of work activities and other information as needed.
  • Provides information and interprets policies and ordinances for citizens, contractors, developers, and others; investigates complaints and remediates or recommends solutions.
  • Attends a variety of meetings in the absence of the Water Resources Director; attends Town Council meetings as necessary.
  • Serves on a variety of technical advisory committees and task forces representing the Town.

Knowledge, Skills and Abilities


  • Thorough knowledge of water quality and environmental protection laws, ordinances, principles, methods and techniques.
  • Thorough knowledge of stormwater engineering design principles as it pertains to culverts, stormwater collection systems, and floodplains.
  • Thorough knowledge of water and sewer engineering design principles related to master planning, elevated water storage, pump stations, and main extensions.
  • Thorough knowledge of stream functions.
  • Ability to comprehend and interpret complex hydraulic modeling reports.
  • Ability to prepare complex and detailed records and reports.
  • Ability to maintain effective working relationships with Town officials, other public officials, employees, contractors and the general public.
  • Ability to present ideas effectively in oral and written form.
  • Ability to read, prepare and interpret construction plans and specifications.
  • Ability to learn the Town's engineering specifications, and state and federal regulations relating to streets, roadways, stormwater controls and collection systems, and water/sewer utilities.
  • Ability to detect errors in construction plans, materials, and projects.


Minimum and Preferred Qualifications


  • Bachelor's degree in civil, biological or similar environmental engineering field.
  • Professional Engineer (PE) licensure.
  • Possession of a valid North Carolina driver's license or ability to obtain within the timeframe designated by the hiring manager.
  • Preference will be given to candidates with four (4) or more years experience in stormwater, water, and/or sewer related work, including supervisory experience.

Requires drug testing and background verification including references, criminal record and driver's license checks prior to employment.
