Hiring Range: $38,242.00 - $46,483.00 (Promotional Hiring Range will vary)

The Environmental & Sustainability Specialist will coordinate stormwater volunteer programs (Adopt-A-Stream, Stream Monitoring, and Storm Drain Marking); lead the City-wide stream monitoring program, and; assist with stormwater education and outreach activities and preparation of communication materials. This position involves continual data management for water quality programs and frequent correspondence with citizens and other City departments to coordinate activities. The Environmental & Sustainability Specialist is a member of the City of Raleigh Stormwater Management Department's Water Quality Section.  The Water Quality Section is responsible for managing stormwater in ways that reduce impacts on surface water quality and stream health in an ongoing effort to fulfill the City's NPDES Stormwater MS4 Phase 1 permit and associated regulatory requirements.

Duties and Responsibilities

Essential Duties: Essential duties and responsibilities include the following.  Other duties may be assigned.
Volunteer Activities
The Stormwater Division offers volunteer programs for citizen engagement.  These programs include Adopt-A-Stream, Stream Monitoring, and Storm Drain Marking.  The following duties are performed in coordinating these programs:

  • Work with citizens and City staff to identify streams for semiannual or one-time cleanups, track cleanup activity, arrange for disposal of cleanup debris, and arrange for fabrication and installation of visibility signage.
  • Organize and lead semiannual 2-hour weekend workshops to orient volunteers to use of monitoring kits, work with volunteers to identify streams for year-long water quality monitoring, track monitoring activity, and post monitoring results on the Stormwater website.
  • Work with volunteers to identify neighborhoods for cementing "do not dump" medallions to storm drain covers, and track completed markings.
  • Manage volunteer-provided data through Excel and ArcGIS.
  • Regularly correspond with volunteers to answer questions, send reminders to schedule cleanups, or inform them of new events.
  • Coordinate with Communications Specialist to promote volunteer activities.

City-wide Stream Monitoring
The City conducts quarterly (one day per quarter) ambient stream sampling and yearly benthic macroinvertebrate sampling at about 20 stream locations.  The following duties are associated with this program:

  • Coordinate and participate in water quality and benthic macroinvertebrate sampling, including scheduling of participating staff.
  • Maintain knowledge of current water quality and benthic macroinvertebrate sampling techniques and train other City staff on proper sampling techniques for both.
  • Maintain and calibrate portable field instruments.
  • Coordinate with contract laboratories for sampling bottles, supplies, transportation to laboratory, and identification of macroinvertebrates.
  • Check, evaluate, and manage laboratory and field data.

Other Duties

  • Provide knowledge and expertise to investigate water quality concerns within the City.
  • For stormwater education and outreach activities, assist the Stormwater Program's Education and Outreach Coordinator with preparing and delivering presentations and hands-on activities about stormwater management, water quality, and streams to small groups of adults and children.  Assist in preparation of communications materials specifically relating to volunteer programs and water quality.
  • For many of the above activities, order and stock various supplies and provide to staff and volunteers as needed, procure services, and process invoices for payment. 
  • This position is based mostly in the office (80% office work, 20% field work). Field and office times may vary depending on the season.

 This position has no supervisory responsibilities.


Typical Qualifications

Education and Experience
High School Diploma or GED and three years of environmental monitoring experience.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Valid North Carolina Class C Driver's License with a satisfactory driving record.

Additional Qualifications

  • Must be willing and physically able to operate hand tools and portable field instruments (multi-meter and similar for water quality data); work outdoors in wooded areas, streams, and lakes, occasionally in inclement weather (hot, cold, rain, wind); and infrequently enter underground structures for observing conditions or collecting samples.
  • Should be able to speak clearly and cordially with the public for routine interactions with individuals and for occasional presentations to small groups, including adults and children.
  • Should be able to write clearly for documenting contact with citizens and preparing correspondence and brief reports.
  • Should be proficient with Microsoft Excel spreadsheets and Microsoft Word.  ArcGIS experience is preferred.
  • Should have entry-level experience with data management and data analysis. Should be willing and able to work with other City employees to develop graphical representations of data to enhance citizen engagement.
  • Should be willing and able to collaborate and work cooperatively with peers, citizens, and school groups.

Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.

Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

Working Conditions:
Work is routinely performed in an indoor, office environment.
