Under general supervision, inspects the quality of work and materials used in a variety of public works construction projects consisting of a combination of both Capital Improvement Projects (City projects) and private Development Projects.  The Construction Inspector ensures conformance with plans, specifications, city standard details and departmental regulations.

This flexibly staffed position may be filled at either the Inspector or Senior Inspector level depending on the qualifications of the applicant and the staffing needs of the City.

An eligibility list is being established to fill the current full-time vacancy as well as future vacancies.

Holds a valid Certified Public Infrastructure Inspector certificate (CPII) issued by the American Public Works Association
Holds a valid Construction General Permit Qualified Stormwater Pollution Prevention Plan Practitioner (QSP) certificate issued by the California Stormwater Quality Association

Duties may include, but are not limited to, the following:

Reviews plans and specifications of assigned public works construction project with construction supervisor; attends pre-construction meetings. Inspects materials for identification as conforming to specifications.  Inspects adjacent properties for damage from construction activity. Inspects projects for conformance with storm water pollution control plan. Inspects various structures such as utilities, streets, sidewalks, gutters, traffic and street lights, and other off-site construction.  Checks line, grade, size, elevation, and location of structures for conformance with specifications and regulations. Takes samples of materials for examination or analysis by laboratories. Analyzes test results on soils and concrete.  Oversees consultants performing field tests.

Monitors public works construction projects during progress and upon completion to ensure conformance with plans and specifications.  Records quantities of materials used and work performed.  Performs traffic control inspections to ensure a safe work area for the contractor and residents. Manages the completion of project record drawings.  Prepares daily activity records, reviews pay estimates for additional work performed by contractors, and reports for progress payments.  Monitors contractor staffing for labor compliance to ensure State and Federal regulations are met.  Coordinates with other City departments to report work progress and to collaborate when construction issues arise.

Inspects private development construction work, including traffic control, concrete forms placement, reinforcing steel, and placement, consolidation, and curing of concrete; enforces compliance with plans, specifications, City standards and proper construction practices for work such as installation of water lines, sewer, utility conduits, landscape improvements, construction of storm drains, culverts, flood control channels, catch basins, junction structures, curbs, gutters, sidewalks, driveways, and streets; determines punch list items for correction prior to final acceptance; ensures proper placement and maintenance of signs, barricades and warning devices; recommends to supervisor acceptance of public improvements in completed private developments.

Confers with property owners regarding project schedule, hazards and inconvenience.  Investigates public complaints. Coordinates work with other City departments, consultants, other agencies, utility companies and contractors.  Assists with notification for  service interruptions with least interference and inconvenience to affected properties.

Perform other related duties as assigned.


License:  Depending on assignment, possession of a valid California Class C driver's license may be required.


Both levels:  Possession of the following valid certificates is highly desirable:

  • Certified Public Infrastructure Inspector certificate (CPII) issued by the American Public Works Association
  • Construction General Permit Qualified Stormwater Pollution Prevention Plan Practitioner  (QSP) certificate issued by the California Stormwater Quality Association


Construction Inspector:  A combination of education, training and experience equivalent to completion of high school and two years of sub-professional engineering experience or four years experience in heavy construction, wet utility construction, or traffic design and implementation.  Some public works construction inspection experience is desirable. 

Senior Construction Inspector:  In addition, supplemental specialized training and 18 months of experience comparable to that of a Construction Inspector with the City of Ventura are required.  An Associate of Arts degree in engineering materials and design is desirable.  Experience as a construction foreman or superintendent is desirable.
