About our Opportunity
The City of Asheville is seeking a full-time, exempt Stormwater Division Manager to join the Public Works Department. The purpose of this position is to serve as a subject matter expert and perform administrative, supervisory, professional and technical civil engineering work in overseeing the activities of the Stormwater Division within the Public Works Department. With a staff of over 35 employees, this position oversees multiple work units and programs including field operations, capital improvements, the National Pollutant Discharge and Elimination System program for the City and the stormwater utility fee billing. Performance of the work required for this position includes the use of considerable independence, initiative, and discretion within established guidelines. This position acts as a liaison for the City, and therefore must maintain effective working relationships with a variety of private, public and community representatives and organizations, consultants, contractors, the public, grantors, and regulatory agencies.
The ideal candidate for this exciting position will have a strong combination of technical, supervisory, and soft skills. This person will have a thorough knowledge of principles and practices in civil engineering, stormwater management, project management, public infrastructure including streets and other utilities, design and construction practices and standards as applicable to capital improvement and in-house operational/maintenance projects; Skilled in the principles and techniques of conducting analytical studies, evaluating alternatives, and making sound recommendations; and skilled in developing and implementing programs such as short and long range plans regarding process improvements for the division. This person will be an excellent communicator with experience in building networks and positive relationships with both internal and external customers. They will have experience in implementing and monitoring budgets and expenditures. They will have the innate ability to adapt to the shifting demands of different situations as well as the ability to multitask; and the ability to work in and with a diverse and engaged workforce and community.
Salary Range: $63,108.03-$98,448.54 (salary is determined by experience)
Work Schedule: Monday - Thursday; 37.5 hours per week; may include nights, weekends, and holidays.

Essential Duties and Responsibilities:
Manages division budgets by preparing budgets, administering monies, monitoring expenditures, managing fund balances and planning for future budgets as generated by revenues from the stormwater utility fee.
Ensures proper installation and maintenance of stormwater infrastructure by overseeing the management of field operations of in-house construction and maintenance crews; street sweeping; and stormwater infrastructure cleaning, cameraing and locating.
Oversees the management and development of capital improvement projects by providing guidance to the Program Manager in the coordination with private engineers, contractors, regulatory agencies, funding partners, private citizens and public officials, overseeing project budgets, contract administration and schedule, reviewing engineering drawings to ensure standards are met, meeting with community groups and key stakeholders and providing updates to council as needed.
Acts as Stormwater Administrator in overseeing and coordinating the NPDES program by interpreting intent of ordinances; communicating and coordinating with regulatory agencies and other city divisions/departments related to stormwater, sediment and erosion control, and illicit discharges; providing guidance to plan reviewers and inspectors; responding to development questions and concerns; developing and updating ordinance language and reviewing and deciding on violation appeals; and providing guidance on public education and outreach materials and strategies as well as good housekeeping measures.
Acts as Floodplain Administrator in overseeing the City's requirements in the National Flood Insurance Program and floodplain ordinance.
Oversees and is the point of contact for storm response related to flooding; assists in the EOC; assists the Streets Division Manager during snow events as needed.
Develops and implements programs, policies, procedures, long and short term goals and plans for process improvements, operational functions, asset management, training purposes, safety, smart development, and sustainability.
Prepares and/or presents divisional and departmental correspondence, reports, presentations, plans, policies, procedures, and/or ordinances for/to Council, boards and commissions, committees, community groups, the media, etc.; and prepares request for qualifications, agreements, and other related materials.
Provides internal and external customer service by communicating with internal departments on concerns, meetings with citizens to manage stormwater concerns, coordinating between citizens and regulatory agencies and assisting other departments with public works or stormwater related activities.
Supervises staff by interviewing, hiring, training, evaluating and terminating employees, assisting and advising subordinates, ensuring adherence to established policies, procedures and standards, and resolving non-routine problems.
Plans and monitors activities to meet the goals and objectives of the division and department.
Performs other similar duties as required.
Required Education and Experience:
Bachelor's degree in Civil Engineering, Environmental Engineering or related field and at least seven (7) year's of progressive relatable work experience.
Five (5) years of supervisory experience.
Experience in state and/or local government preferred.
Licensing and Certifications:
Possession of, or the ability to obtain a Class C driver's license in NC within 90 days of hire.
Professional Engineer required.
Emergency Operations Center and Incident Command System training preferred.
